Load balancing is necessary to distribute work among the processors. Locality is desirable to limit the communication bandwidth which a parallel machine requires. In addition it is necessary to control parallelism to limit resource usage. This document surveys various approaches which have been taken in these areas and proposes solutions in the context of the Flagship rewrite-rule machine project.
