encouraging publishers of any work whether it be on paper
or on the internet or on any other electronic media to:
1) put DATES on their publications or programs, and
2) announce their work on the related usenet or similar
widely available publicly accessible place to prove the
date of the publication for later verification so that
everyone will know who published or solved a problem
or invented a thing at what date.

When you view the purdue links below you will see a filename mentioned in
those files, e.g., for example, if you click on the link "Department Of
Defense Password Management Guideline" below, you will see the following at
the top: "File name:pubdocstandardsDoD_password_management.txt.Z" Let's
decode this filename info. In order to get this file you have to go to
ftp://coast.cs.purdue.edu and then change directory to pub/doc/standards/.
You will see the file "DoD_password_management.txt.Z" there. So
"pubdocstandard" in front of the "DoD_password_management.txt.Z" refers to
the directory structure at the ftp site.
